HS47 is guidance from the HSE on the avoidance of danger from underground services. The latest edition, which is the third, was published in 2014 and brought the guidance up to date. It is aimed at all those involved in commissioning, planning, managing, and carrying out work on or near underground services, and is also of use to the owners and operators of such services.

The guidance applies to situations where underground services may be found and disturbed, including:

■ street works;
■ road works;
■ excavation, drilling, and piling;
■ demolition and site remediation;
■ site investigation surveys;
■ any other work that involves penetrating the ground at or below surface level.

Damage to underground services can cause serious injury to workers and serious environmental damage. It will in almost all cases delay the project and there could be severe financial implications as well.

Damage to water services may not result in serious injury, although a jet of water under pressure from a main could cause harm, and it could also contain stones or other objects from the surrounding earth. Leaks can also damage other services nearby and could also result in soil becoming softer and causing collapse of, for example, gas pipes. There could also be flooding, and the sides of an excavation could collapse, trapping workers.

Direct damage to gas pipes can cause leaks that can lead to fires and explosions. Damage may cause an immediate leak, or it could lead to a leak occurring later on. The damage may not occur immediately but if an excavation is poorly reinstated by leaving gas pipes insufficiently supported, they could collapse at a later date. LPG is heavier than air and can travel for long distances underground and accumulate at a low level in a building, such as a cellar.

Striking an electricity cable can cause very serious burns to hands face and body from arcing current, and on occasion such injuries are fatal. There can also be associated fire and flames, and damage to other services such as nearby gas pipes.

For all these reasons, Sygma Solutions provides training to the highest standards in the location and identification of all underground services. We run an HSG47 course that teaches the use of the CAT and Genny in all modes, to standards that have been approved by the EUSR, CSCS, and The Survey Association. Our HSG47 training also includes a session on the limitations of the equipment.
