It is said that there are some 4 million excavations that are carried out in Britain every year, which is a lot. However, figures for 2017 show that in that year only 2.25 million of those contracts were preceded by a full and thorough search for underground services in the area before work began. That is a pretty shocking figure because it means that in 44% of cases there was a risk of damage to utilities, and more seriously that workers’ lives were at risk.

The construction industry is a dangerous place to work. There can always be accidents which occur, however carefully a contractor plans and carries out the work. There can be accidents with scaffolding, accidents with tools used for working, accidents with vehicles on site, and so on.
One of the most dangerous areas is that sort of work which involves digging because there is always the possibility of there being underground services in the area. Some places are obvious, such as a residential area or an industrial estate. There are going to be all sorts of services running underground. However, you might be required to dig in a quiet lane out in the country where you might imagine that there is nothing whatsoever, yet there can still be services there.

HSG47 is a publication from the Health and Safety Executive aimed specifically at all those who are connected in any way with works or contracts that involve any excavation.
The fact is that it is generally estimated, although there are no definite figures since records are not kept, that there are over 4 million contracts involving excavation that take place across Britain every year. That is an awful lot of digging, and it results in around 60,000 cable strikes – strikes of underground services of all types, not just cables – each year. Many of these strikes result in serious injury to workers and in some cases are fatal. There are around a dozen fatalities each year.
