Construction workers who are required to carry out any sort of excavation work, whether by hand or the use of a digger, can be at risk of serious injury, and even death, if they should strike an underground cable or pipe in the course of the work.

Workers themselves are in the front line, so to speak, but the ramifications can go a lot further than that. If you should strike an underground service on any contract, it will at the very least mean that the service is out of action and the workers have to down tools while the utility company sends out men to repair it. That costs time and money for the contracting company.

It can also lead to costs for local businesses who are unable to use the service. For instance, if they cannot use their computers, many businesses are stuck. That, in turn, could lead to claims for compensation if the contracting company was at fault for not having carried out thorough research and a survey of the site beforehand. Then there can also be the damage to the reputation of the contracting company which could lead to the loss of future work.

There Could Also Be Fines

On top of that, the company could also receive fines. The HSE, which produces HSG47, the guide to location and identification of underground services, quotes one incident where a worker was killed by striking an 11,000-volt cable. The company had failed to tell the workers that there were live cables and did not put any measures in place to prevent them being struck. It was fined £210,000 which, while it is not compensation for a life, does go some way to warning other companies to take more care.
