The Health and Safety Executive was formed on January 1st 1975, with the objective of enforcing health and safety legislation in workplaces, with the exception of those which were regulated by local authorities. Over the course of the following years the HSE has provided many guidelines to carrying out work in a safe manner, one of which is HSG47 which is aimed specifically at those engaged in any sort of work which involves breaking the ground.

There can be many dangers when carrying out any kind of excavation work, since virtually all of our utilities, with the exception of some telephone services which still use telegraph poles, run underground. That means that although we may be aware that they exist, we don’t know exactly where they run, how deep down they are, and what services there may be in a given spot.

In turn, that means that, since we cannot see them, we need to use certain tools in order to determine (a) if there is anything where we need to dig, (b) if so, what utilities they are, and (c) ideally how deep down they are. Let’s face it, a utility may be a couple of feet below the surface or it could be many feet down if, for instance, it runs into a building which has a basement.

The Two Main Tools

The two main tools that are used to locate and identify buried services are the CAT (Cable Avoidance Tool) and Genny (Signal Generator). Used on its’ own, the CAT can only locate metal services which give off a signal. So, for example, if there is an electric cable providing street lighting, the CAT can only locate it when the lights are on and there is electricity running through it. So you won’t be able to locate it during daylight hours. This is why it is essential to use the CAT in combination with the Genny.

At Sygma Solutions we provide a CAT course and HSG47 training so that operatives can learn how to use the tools. Our CAT course goes into great detail as to how to use the CAT and Genny in all their modes, using both training in the classroom and following this up with practical work on site so that operatives are able to pass the exam requirements.

The HSG47 training also covers the fact that, while the CAT and Genny are incredible tools, they nonetheless have certain limitations, so it is vital to understand what these are and how to allow for them.
