Any contractor undertaking any sort of excavation work, even if it only involves using hand tools, should carry out a survey of the area in order to locate underground services. There are some 1.5 million kms of underground services running under pavements and highways alone, and in order to repair and maintain these, the utility companies and Local Highways Authorities between them undertake over 3.5 million street works every year.

Despite the fact that contractors use the correct tools – the CAT and Genny – in order to locate buried services before commencing any work, there are still some 60,000 strikes of such services every year. Such accidents can result in serious injuries and are sometimes fatal.

Striking an electricity cable can lead to arcing of electricity which causes severe burns. Electric shock is also possible but less likely. Cables may be damaged by the sharp point of a tool, or they can be crushed by heavy machinery. If other services are nearby, such as plastic gas pipes, these can be damaged by live electric cables which have been hit, and there is the risk of explosions and fire.

Direct damage to gas pipes can cause leaks which may result in fire or explosion. Damage can cause an immediate leak, or it may cause a leak sometime later.

Damage to telecommunications cables and TV cables carry a low risk to workers but can cause considerable disruption to those relying on them.

Damage to water pipes can also cause injury. A jet of water from a main can be of considerable pressure and is enough to cause injury on its’ own. In addition, it may carry stones or other hard objects that are ejected from the ground around the pipe. There can also be flooding which could lead to a risk of drowning, while the sides of an excavation could collapse, trapping workers.

All of this is why our CAT and Genny training courses are essential for those involved in locating underground services before the commencement of any work. Our cable avoidance courses teach the use of the CAT and Genny in all modes, and also cover the limitations of the tools.

For example, it is possible to use the CAT and Genny and find no evidence of any underground services and proceed with the work on the basis the area is clear. However, there may still be services at a depth which the tools could not locate from ground level. This is why work should always proceed cautiously, and a further survey is carried out after digging down a foot or so.
